Job Title: Prevailing Wage / Certified Payroll Administrator
Location: Sacramento, CA (Hybrid/Onsite as applicable)
Salary Range: $80,000 - $100,000 annually (DOE)
Position Overview
We are seeking a highly experienced Certified Payroll Labor Compliance Administrator to support our growing construction operations. This role is responsible for full-cycle labor compliance and certified payroll administration for multiple prevailing wage projects.
The ideal candidate has direct experience supporting a General Contractor performing public works projects and is comfortable managing 4-6 active prevailing wage jobs at once, each with 30-40 subcontractors. This position requires a strong sense of urgency, exceptional attention to detail, and the ability to proactively identify and resolve compliance issues.
Key Responsibilities
Labor Compliance & Certified Payroll
- Administer and oversee certified payroll reporting for prevailing wage projects in compliance with:
- Davis-Bacon Act
- California DIR requirements
- DAS 140 & DAS 142 apprenticeship reporting
- Section 3 / Skilled and Trained Workforce requirements
- Review certified payroll reports for accuracy, proper classifications, fringe calculations, and wage determinations.
- Manage compliance documentation for multiple subcontractor tiers across numerous active projects.
Compliance Systems & Reporting
- Serve as the primary administrator for labor compliance platforms, including:
- LCP Tracker
- DIR Public Works
- eComply and/or eMars
- Track subcontractor compliance status, deficiencies, corrections, and approvals.
- Prepare and submit certified payroll reports to awarding agencies, labor compliance programs, and internal stakeholders.
Subcontractor & Project Support
- Educate subcontractors on prevailing wage compliance, classifications, apprenticeship obligations, and payroll submission requirements.
- Proactively identify potential labor compliance risks and collaborate with project teams to resolve issues.
- Maintain strong working relationships with project managers, subcontractors, labor agencies, and compliance officials.
Process Improvement & Problem Solving
- Operate with a strong sense of urgency to meet deadlines and resolve compliance discrepancies.
- Apply critical thinking skills to interpret evolving labor compliance regulations.
- Contribute to process improvements as the company continues to scale its public works portfolio.
Required Qualifications
- Direct labor compliance experience for a General Contractor performing prevailing wage/public works projects (required).
- Strong working knowledge of:
- Davis-Bacon Act
- DAS 140 & DAS 142
- DIR reporting requirements
- Section 3 / Skilled and Trained Workforce compliance
- Hands-on experience managing multiple subcontractor classifications.
- Advanced experience with LCP Tracker (required); familiarity with DIR, eComply, and/or eMars strongly preferred.
- Demonstrated ability to manage high-volume, multi-project workloads with accuracy and efficiency.
- Exceptional attention to detail and organizational skills.
Preferred Qualifications
- Education:
- High school diploma or equivalent required
- Some college coursework preferred, especially accounting or finance classes
- Prior experience handling certified payroll in conjunction with:
- Payroll reconciliation
- Job cost reporting
- Invoicing or closeout support (a strong plus)
- Additional accounting or construction finance experience is highly appreciated
